Naga and Kakashi are not currently aware that they're headed to Tengai, but that is where they'll end up since Itachi is looking both for a plausible way to 'meet' Akatsuki and for passage to the eastern islands where Uchiha Shiburi is stationed on a long-term detached mission.

I am not entirely sure there IS a clean way out, though obviously Naruto will give it his best shot! (Both on purpose and accidentally. *grin*)
