The cards actually don't have that much to do with Seichi's combat style. They're more like Kakashi's Icha Icha books -- that is, they're a quirk he picked up partly as a distraction technique and partly as a bizarre coping mechanism. Although, yes, they do occasionally become weapons of some sort. *smiles mysteriously*
You can tell fortunes with standard decks -- spades are Swords, Clubs are Wands/Staves, hearts are Cups, and diamonds are Coins/Pentacles. True, the knights are missing, as well as all the Major Arcana but the Fool (who becomes the Joker), but it's perfectly possible to read Tarot with only the Minor Arcana anyway, so it's no big loss.
In any case, fortune-telling isn't necessarily dependent on Tarot symbolism; you can read omens in any set of patterns you want to, if you care enough. For example, I do a highly idiosyncratic type of personal fortune-telling by playing clock solitaire and reading omens from the order in which the points of the clock become visible, the suites of the visible cards, the number of points uncovered before I lose, and so on. I don't believe in it, strictly speaking, but then I use Tarot spreads more as a way to unblock my thoughts than to read my future, so I'm probably not the best person to ask about this sort of thing. :-)
