I believe this is the case. Indeed, I don't think A Wind from the South was ever successfully sold to a traditional publisher: I think it was originally self-published by DD herself via her website. (If you like DD's work, the somewhat exciting news is that she is apparently back at work on a Door in to Starlight, which if she manages to finish it this time, will only be about 30 years after the publication date announced in the back of my copy of Door in to Sunset. GRRM and Patrick Rothfuss have a long way to go yet...)
