If you read the first four books very carefully, you can see flashes of the personality Ginny displays in the later three... but they're only blink-and-you-miss-it glimpses, so it's really easy to think her more forward behavior comes out of nowhere
Wasn't most of it secondary evidence? Like people telling us what Ginny was like, but not the audience seeing it for themselves? Please feel free to correct me if I'm wrong.
And yes, Ginny deserved better treatment than relegation to the Love Interest role, and Harry deserved a better developed relationship with a better developed character. *deeper sigh*
