Iruka was (and is) a mentor and friend -- and IIRC, Naruto at one point says to Sasuke that yes, he doesn't have a family, but he imagines that Iruka was something like what a father is like -- but while he clearly likes and supports Naruto, I don't think they were especially close. (He was a rather distant father, I suppose. *wry*)
I am not sure who knows the truth about the Uchiha clan in canon. In this world, Kakashi knows, the councilors know, Iruka knows (because Naruto told him at some point), and it's quite possible Kakashi has told some of the other people in that room, so the councilors can't bury their misdeeds and let time wash away the memory. I think he'd be more likely to tell people in the administration (like Ibiki) than to tell the clan heads, if only because the clans would raise all kinds of chaos for fear they could suffer the same ostracism and elimination. But everyone knows that there is/was some highly classified secret, if only because Madara probably said provoking things before he died.
Callbacks to previous arcs are a staple of Kishimoto's narrative style. I am just imitating him. :-)
