Yeah. And the story is written in a way that makes it seductively easy to identify with Raito -- he starts out doing things it's easy to imagine doing, and by the time you realize he's a sociopath, you're used to kind of being on his side.
And his plans do work, and it's hard not to admire that, in a way.
