the saga of fake!FBI tenant continues

Mr. Geniality was out sick today (apparently he has Covid? oh dear), so my plans for the day got thoroughly derailed since I had to cover his three scheduled apartment showings. I did still get several turnover inspections done, though, and one of the tours should result in a lease, so not a total loss.
I also had three phone calls from fake!FBI tenant, which were of varying length and varying degrees of frustration. The context is that he's behind on his rent and Ms. Random Numbers sent him a standard email saying something to the effect of, "You are in arrears and we are sending you legal notice as part of the process blah blah thing." In response, he flipped out, sent her a bonkers email claiming to be the super important CEO of a non-existent company, and escalated from there.
So today first he wanted to talk to Mr. Geniality and refused to talk to me. Then he called back and talked extensively to me, the gist of which boiled down to:
1. I will do unspecified mean things to the process server and convince him to quit his job and not bother me. (Which, dude, the process server is going to hand you a sheet of paper. That's it. Calm down.)
2. I am filing a lawsuit against the woman who pays my rent, but you should totally make her pay my arrears, why are you even talking to me about this, but did I mention I'm suing her and you can't trust her.
3. Most of your other tenants are crackheads or otherwise troublesome and I don't appreciate being forced to pay money to live next to such undesirable neighbors. (Um. Sir. YOU are our most undesirable tenant right now.)
4. I am filing a lawsuit against Ms. Random Numbers specifically. What's the lawsuit about? I won't tell you; she'll find out in court.
5. Mr. Geniality promised me he would tell Ms. Random Numbers to fuck off and stop bothering me for not paying my rent. I'm having money troubles and should be left to fix them on my own without anyone trying to make me pay for anything.
Then he reminded me he has friends in high places (echoes of his old threats to have the FBI shut down and dismantle our company) and we should watch out.
A couple minutes later he called back to apologize for his tone, explained that he'd just woken up and was grumpy, and then apparently walked away from his phone without disconnecting the call.
He does finally seem to have internalized that his lease ends in late July and we will neither renew nor offer him a different apartment. However, he's having trouble finding other housing (GEE I WONDER WHY), so I have a terrible premonition that he may just refuse to move out until actively forced to do so.
But I did get his explicit verbal authorization to contact the woman who pays his rent, let her know he's in arrears, and tell her how to make the necessary catch-up payments. I do not understand their relationship at all. I am about 90% sure she genuinely is some type of nurse (despite her deeply sketchy behavior while helping him apartment hunt last summer) and may have been involved in his care at some point, but I am baffled as to how she wound up acting as his sole financial support.
I am also beyond baffled that fake!FBI tenant has a girlfriend, but apparently he does and she even has an actual job and some kind of stable housing. For her own sake, I hope he doesn't talk her into letting him crash on her couch while he looks for a new apartment, because that can only end in tears and screaming.

He was doing okay-ish for about a month after his extensive hospital stay, but he has clearly stopped taking whatever medications he was prescribed and has slid back into delusions and/or mania. He is not well, he needs help, and our company is 100% not equipped to provide it.
