"To police themselves" means for a user to report fics they see in violation, not to report them and then encourage others to dogpile the same fic. That is the objection, which you seem not to understand: the incitement of others to, yes, harass and bully authors.

And it's not as if these three are the only groups that have ever existed.
Isn't "but other people do it toooooo!" the defense your groups are so very fond of mocking? Perhaps you might step back and consider what you've just said.

In the end, even if your so hated rule enforcing groups of today vanish, others will take their place sooner or later.
Yes, sadly, people with far too much time on their hands and a nasty temperment shall, like the poor, always be with us.

I was going to respond to the comment about anon-screening, but I see our host has already done that. I will add that, as you are not a LJ user, you probably aren't aware of the amount of spam that comes through via the Russian side of the site. Requiring approval for anon comments is a common and sensible setting on journals. Perhaps you might try exercising patience.
